well, if your are looking for an IDE (integrated development enviroment) then Visual Studio is always a good choice. But just about any language that can use the windows GDI or GDI+ (C#, VB have GDI+ built in) then your can easily create graphical apps.
GDI is a set of windows functions that allow you to draw lines, dots circles and stuff. It supports bitmap drawing and 32-bit bitmap alphablending. GDI+ is even better as it supports more image formats and is easier to draw with.What software is good for graphics programming?
