What software would I need to have a membership site that allows its users to upload photos?

I want to create a membership site that allows its users to upload photos to their account. It would also need to allow the user to create text files as well. What would be the best software and the most user friendly? My site is not for social networking so the user account would need to stay private but have the ability to make public annoucements.
