If you own a mac, and you are editing photography ONLY,
use lightroom.
If you can't afford photoshop, give GIMP a try. It's free, and has lots of options and addons, just not as user friendly

Without a doubt, Adobe Photoshop. This is the industry standard.
If you don't want something "heavy", Adobe also offers Photoshop Elements, which contains many of the same basic features as Photoshop, but simplifies it for more casual users.
Adobe recently released a free, online version of Photoshop called Photoshop Express. This might be worth checking out in your case, as well.

PIcasa is a free photo editing software made by google that works well for beginners. But if you really want to get into it you should invest in Adobe Photoshop CS3 or CS4
ACDSee photo manager is a very good software!
and the Photoshop is a very complex software,youneed much time to learn how to use it! while ACDSee is more simple!
Photoshop Lightroom is good if the photos are in RAW format. If they are not, I would suggest Photoshop in general. Though it's a bit pricy and complicated and most of the time you can get the same effects from a program called Photoscape, just look it up on google. It's free.
